Tops Lookout

About Tops Lookout
Tops Lookout is Cebu City's premier viewing deck, perched atop the Busay Hills at approximately 600 meters above sea level. From this vantage point, visitors are treated to breathtaking 180-degree panoramic views of Cebu City, Mandaue City, Mactan Island, and the Cebu Strait, making it one of the most photographed locations in the city. The lookout has evolved from a simple observation point into a full-service entertainment destination with restaurants, bars, and event spaces. The venue is particularly magical at night when the city transforms into a sea of twinkling lights. The cool mountain breeze and relaxed atmosphere make it perfect for romantic dates, family outings, or celebrations. Tops has undergone significant renovations and improvements, featuring modern facilities while maintaining its appeal as a nature-connected escape from the urban heat. The site is about 10 kilometers from downtown Cebu and approximately 30 minutes by car, but the journey up the winding mountain roads is part of the adventure.
